COVID-19 Pool Rules Addendum #2
As of 15 June 2020
Based on the State of Georgia Executive Order 06.11.20.01, the following adjustments will be made to the use of our Recreation Area starting at midnight tonight:
Individuals aged 65 and older are no longer on Stay in Place orders, unless they have underlying health conditions, live in assisted living, etc. Those over 65 and healthy may now enter the Rec. Area.
The term for "gathering" in a single location has changed from 25 to 50 people, therefore, we now are changing the number of people allowed in the pool area to 50 (with social distancing).
Social Distancing is still required. However, the Board of Directors is no longer responsible for monitoring it. It hasn't gone away, but now people are to self-enforce social distancing. No sharing of pool toys between families.
Sanitation requirements have not changed. Bring your own sanitizing wipes to wipe down tables and chairs before you use them. Follow the hand washing rules. The Executive Order still encourage the use of face masks, except when swimming. The sanitizing volunteers sanitize the area only once per day, at 8:00 p.m.
The Board of Directors have now agreed to allow non-residents to use the pool. These non-residents must be accompanied by a resident at all times. The attached Covid-19 waiver is still required for anyone using the Recreation Area, including guests. Place the waivers in the black mailbox on the exterior gate.
Pool hours have changed: the pool will open at 8:00 a.m. and close at 8:00 p.m. to allow for sanitation.
As has always been the case, organized parties must be approved by the board to insure we don't exceed bather load. Approval for parties can be obtained by sending an email to [email protected].
The 2 hour maximum pool usage rule is eliminated, but please be thoughtful of others as we still have a limit of people allowed in one location.
Those that have been in contact with anyone who has Covid-19 are not allowed to use the pool until 14 days after contact with the infected person, those who have any of the symptons of COVID-19 are not to enter the Rec. Area.
Additional reminders:
No diving allowed, no one under the age of 14 is allowed in the pool without a guardian, close umbrellas when you leave.

In order to comply with The State of Georgia Executive Orders 05.28.20.01, and 05.28.20.02, Monfort Estates Homeowners Association Board of Directors have developed protocols that are to be enforced to lessen the chance of COVID-19 exposure in the Recreation Area. There are two main areas that are of concern: social distancing and sanitation. Here are the tools we are implementing to address these concerns.
General:
First and foremost, entering the Recreation Area is at your own risk. Neither the Monfort Estates Homeowners Association, nor the Board of Directors, will be held responsible for any risk the homeowner assumes. The Executive Order clearly states that unless you cohabitate with someone, you MUST stay six feet away from them at all times. We have neighbors who have graciously volunteered to assist in keeping portions of the Recreation Area sanitized. They will be doing this once a day.
Everyone aged 18 and up must sign the Waiver Form. Minors are covered under their parent’s form. Before entering the facility for the first time, place your signed waiver in the mailbox on the exterior Recreation Area gate.
Seniors and those with underlying health concerns as outlined in the Executive Order, are still under STAY AT HOME orders until June 12, 2020 and will NOT be in the Recreation Area until the Governor lifts that order.
Although we will have a volunteer sanitize frequently touched areas daily, we do not guarantee COVID-19 is not present. Remember, volunteers only sanitize these key touchable surfaces once a day, which means that after a family leaves a table area, lounge chair, or the restroom, they won’t be sanitized again by our volunteers until that evening. What does that mean? Just like in a gym, you should sanitize items before and after you use them, so bring sanitizing cloths or spray with you.
No one shall enter the Recreation Area if they have been in contact with anyone who was diagnosed with COVID-19, who has been around anyone who has signs of COVID-19 in the previous 14 days, or who have displayed any signs of COVID-19. According to current CDC guidance, symptoms of COVID-19 may include a cough, shortness of breath, difficulty breathing, fever, chills, muscle pain, sore throat, difficulty breathing, or loss of taste or smell.
Pool:
The pool hours will be from 10:00 a.m. until 8:00 p.m. allowing time for the volunteer to perform daily sanitizing procedures.
At the advice of Heritage Property Management, the number of people allowed on the deck and in the pool combined is 15 for the time being. Before you enter the pool area, take a quick headcount to help us ensure the maximum number of 15 is not exceeded.
Use of pool is first come, first served. Once a family arrives at the pool, they have 2-hours to be on the deck and in the pool. They must leave, if, after they have been there for 2 hours, there are others waiting or others arrive. To facilitate this, we may introduce a sign-up reservations procedure.
Residents only initially. Only those who live in the subdivision may use the facilities for the time being. This may change according to pool usage.
The round tables, chairs, and umbrellas will still be available to use.
We are limiting the number of lounge chairs on the deck to adhere to social distancing and to lessen the number of items that volunteers need sanitize. We recommend you bring your own folding chairs.
Please be considerate of the other neighbors that want to use the pool.
Once the Governor lifts the portion of the Shelter in Place order, which currently expires on June 12, 2020, seniors will have sole use of the pool from 9:00 a.m. until 10:00 a.m. on Tuesday and Thursday mornings. The volunteer will sanitize the recreation area prior to 9:00 a.m. on Tuesdays and Thursdays.
Face masks should be used while not in the pool. Never use facemasks while in the pool because if they get wet, it will hamper breathing.
Pool noodles and floats, or any other pool toy, will not be shared with anyone outside of your family.
Other Amenities:
The swing set is closed until further notice because it is too difficult to sanitize.
The tennis court and the basketball hoop will be open, but only one family can play at a time.
The restrooms will be open.
There will be no parties allowed until further notice without the direct permission from the Board of Directors.
To regulate social distancing in the pool, the pool itself will be separated into 4 quadrants using imaginary lines lengthwise and width--wise dividing the pool. Each quadrant will have a shallow end, deep end, and access to the exit ladder. For safety reasons, the in-ground steps may be used at any time for entry or exit. To adhere to current SOCIAL DISTANCING requirements, the Board of Directors has capped the pool bathing load at 15 people. Each family is to remain within their quadrant and 6 feet away from another family.
The number one thing to remember is to please be courteous of others. Make sure your children are adhering to social distancing between families. We want everyone to have the pleasure of using the pool, but we sure do not want anyone getting sick.
Thank you to our volunteers who have offered their time to do their best to sanitize the areas. Included is the sanitizing checklist for you all to see what they will be required to clean daily.
These are quickly changing times, so we will be adjusting this addendum based on current guidance from the Governor’s Office, the CDC, the Gwinnett County Environmental Health Department, and Heritage Property Management. The Board of Directors will evaluate how these provisions are working and will adjust this addendum accordingly. The Board will notify homeowners of updates to the Addenda as soon as they are available.
Any person who violates the standing Executive Order is subject to being issued a citation by the police and may be charged with a misdemeanor. The Board of Directors has the authority to close the pool at any time if these guidelines and directives are not followed. The Board of Directors also has the authority to suspend entry privileges to any homeowner who violates the provisions of this document.

General Recreation Area Rules and Policies
2020 Season
The following rules apply to all residents and guests using the MEHA swimming pool and tennis court. These rules will be posted at the swimming pool. The MEHA Board of Directors reserves the right to modify and/or amend these rules at their discretion.
Violation of these rules may result in a review of the violation by the MEHA Board of Directors and possible penalties including loss of use or fine.
Article II, Section 2, Delegation of Use. Any owner may not delegate his right of enjoyment of the common area and facilities to any other resident of the sub-division. Your key is for your use, letting anyone into the pool that does not have a working key is a covenant violation. Residents and their family members who are not in good standing in paying their Association dues are not allowed use of the common areas or recreational facilities, nor are they allowed to be guests of another resident.
IAW para. 4.11(b) of Bylaws of Monfort Estates Homeowners Association, Inc. The Board of Directors shall have the power to suspend the rights to use the recreational facilities for members in default of payment of any assessment levied. Such rights may also be suspended, after notice and hearing, for a period not to exceed sixty (60) days for an infraction of published rules and regulations.

Pool/Tennis Hours:
6:00am to 11:30pm daily with the following provisions:
6:00 am until 10:00 am Monday, Wednesday, and Friday is for ADULT exercise swim only.
After 10:00 pm no minors (under 18 yrs old) permitted without an adult resident.
IN THE CASE OF A MEDICAL EMERGENCY DIAL 911, using the phone in the breezeway. The address of the recreation area is 2110 Lee Patrick Drive.
Pool/Recreation Area Rules
- No Diving or flipping into the pool.
- All Homeowners will be issued one (1) electronic key to access the recreation area. These keys are to be used by residents only and are not transferable in any way. Homeowners are responsible for their keys and there is a $20.00 replacement fee if lost.
- Anyone entering the pool and tennis/basketball court area will use the main gate and electronic key only. Anyone climbing any part of the perimeter fencing, deck, walls, etc. to access the recreation area could face loss of use and criminal action.
- All guests must be accompanied by a Monfort Estates Resident. Each family is allowed up to 5 guests unless prior approval is granted by the Board. The resident is responsible for the actions of their guests.
- Children under 14 years of age must be accompanied by an adult (over the age of 18).
- Swimmers must recognize their own limitations and act in their own best interest. As lifeguards are not available, parents or caretakers are responsible for the well-being of children in the pool area.
- Lower the umbrellas when you leave so they don't break when it is windy.
- Everyone must shower before entering the pool.
- Persons with cuts, abrasions or communicable skin diseases should not use the pool. Persons who have experienced diarrhea within the last 10 days will not use the pool.
- Proper swim attire required: NO cut offs, immodest, or street clothing permitted.
- NO disposable diapers are allowed in the pool. Infants should wear rubber pants with tight-legged elastic legs over diapers or Playtex Swimmers. “Swimmies” can be worn as an infant swimsuit.
- Remove all jewelry before entering the pool.
- NO use of foul or offensive language.
- NO glass permitted in the pool area.
- NO animals allowed within the pool and pool deck area.
- Alcoholic beverages are permitted if they are in concealed containers.
- NO food or gum chewing permitted in the pool water. All food must be kept at the tables or lounge area only. Everyone is required to clean up and properly dispose of their trash before leaving.
- Smoking is prohibited inside the gated pool area, bathrooms, playground, and tennis/basketball courts.
- Personal radios permitted, if the sound level remains low and does not disturb others.
- NO gum chewing, spitting, urinating, or nose blowing is permitted in swimming pool.
- Flotation devices and inflatables are permitted when pool is not crowded. Masks and snorkels are acceptable.
- NO JUMPING onto inflatables or flotation devices from the side of the pool.
- NO running in the pool area.
- NO playing with or hanging on the safety equipment.
- NO pool furniture or other items not intended to be used in a pool will be placed in the pool water. Violators could face possible loss of use and criminal action.
- Telephone is available for emergency use only. Dial 911 if there is an emergency.
- NO skateboards, scooters, hoverboards, roller skates, or bikes are allowed inside the pool/tennis gated areas.
- The Pool will NOT be closed to accommodate private parties unless under the direction of the Monfort Estates Board of Directors. Parties and party set-ups are allowed but a reservation must be made with the Board of Directors (Reservation Form available on website www.monfortestatesdacula.com ) or email [email protected] with a minimum of 48 hours advance notice to ensure bathing load limits are not exceeded.
The pool deck and covered breezeway can be reserved for events but you will not have exclusive use of the pool.
To reserve the pool, tennis, or basketball court- please check date availability on our Event calendar located on our website and complete the Reservation Request to reserve.
- As a lifeguard is not available and our swimming population consists of many young children, the MEHA Board of Directors has implemented a bather load limit of 60 people. Exceptions to that policy must be approved by the Board of Directors.
- If a fecal matter, vomiting, bleeding, or broken glass incident occurs, a member of the Board of Directors MUST be notified immediately, and the pool must be closed. - A First Aid kit is available in the Women’s Restroom. A fire extinguisher is located on the wall of the patio.
- Individuals wishing to play tennis have priority over those using the basketball hoop.
- Any Monfort Estates sponsored function will not feature the use of copyright protected music or movies.
- Weapons are not allowed on the property.
